Picture of Plymouth and The Sound seen from Mount Edgcumbe, Cornwall, England. Is that Drake's Island in the middle of the Plymouth Sound?

Trying to identify the ruin on Mount Edgcumbe. Might it be the Folly, a an artificial ruin which replaced a navigation obelisk (in 1747). It was built from stone from the churches of St. George and St. Lawrence, Stonehouse.
